Grayscale image. The City of Sarnia became one of the first municipalities in Canada to have an official chain of office. Pictured is Polymer Corporation President Ralph Rowzee, and Mayor Henry Ross. Photo not included in newspaper, as S.O 44818-03 was included with the article. Photo shows Ralph Rowzee on the left holding the bottom of the chains of office the man on the right is wearing as he smiles over his left shoulder at the camera. His is pictured wearing a formal suit with a patterned tie. To his right is Mayor Henry Ross who is pictured smiling at the camera, browline glasses, and a formal suit.
